FSRDC Policies

Proposal Process

All projects require approval by the Census Bureau. Proposals must:
- Outline the research question and methodology.
- Specify which datasets will be used.
- Demonstrate how the project benefits the Census Bureau’s mission.
- Include a disclosure avoidance plan.

Timeline

Proposal review typically takes 6–12 months, depending on project complexity and dataset sensitivity. Researchers are encouraged to begin the process well in advance of planned start dates.

Costs/Fees

The Pittsburgh FSRDC is supported by the University of Pittsburgh and Carnegie Mellon University. These two Universities cover the costs for their affiliated users.  Other researchers are subject to user fees.  Please contact one of the Co-Directors for details. 

Security Protocols

The Pittsburgh FSRDC operates under strict security protocols established by the Census Bureau:
- All researchers must undergo security training and obtain Special Sworn Status.
- No data or results may be removed from the secure environment without disclosure review.
- External devices, internet access, or unapproved software are prohibited.

Lab Access and Scheduling

Ethical & Compliance Requirements

Researchers must comply with all confidentiality and ethical standards:
- IRB approval may be required, depending on the project.
- All users must sign confidentiality agreements.
- Publications must acknowledge the FSRDC and comply with disclosure rules.
